What is a Class-3 DSC and why is it the highest-assurance DSC in India?

Class-3 DSC is issued under s.35 of the IT Act 2000 by CCA-licensed Certifying Authorities with the highest level of identity assurance - the applicant's identity is verified by Aadhaar e-KYC or in-person / video verification, and the private key is generated and stored inside a FIPS 140-2 Level-3 hardware crypto token (Rule 35 IT [CA] Rules 2000). It is the only DSC accepted for MCA / GST (companies & LLPs) / e-tendering on CPPP-GeM portals.

Is Class-3 DSC mandatory for filing GST returns?

For proprietorship and individual taxpayers - Aadhaar OTP / EVC e-verification is permitted. For companies, LLPs and firms required to be audited u/s.44AB - DSC is mandatory for GST registration and return filing (CBIC notification). Class-3 is the only DSC type currently issued (Class-2 issuance was discontinued by CCA Direction dated 26 February 2021).

What is the validity of a Class-3 DSC?

CCA permits 1-year, 2-year, or 3-year validity periods. Most subscribers opt for 2 or 3 years. The certificate cannot be renewed after expiry - a fresh application with fresh e-KYC and fresh key-pair generation is required. Renewal must be filed before expiry.

Can a foreign national obtain a Class-3 DSC in India?

Only if the foreign national has an Indian PAN and a valid India-issued photo ID (passport + visa). Without Indian PAN, the standard Indian Class-3 DSC cannot be issued - the foreign national must use their resident-country PKI / e-signature, recognised through bilateral or Hague Apostille arrangements.

What is the difference between Signing and Encryption Class-3 DSC?

Signing DSC is used to digitally sign documents and e-forms (asymmetric key signs a hash). Encryption DSC is used to encrypt and decrypt data (e.g., encrypted-response tenders on CPPP). For e-tendering portals that require bid encryption, a Combo (Signing + Encryption) DSC is mandatory; for routine MCA / GST / I-T filings, only a Signing DSC is required.

What should I do if my USB token is lost or stolen?

File a revocation request with the issuing CA immediately (within 24 hours to limit liability) - the CA publishes the revocation in the CRL. Lodge an FIR if the token is stolen. Apply for a fresh DSC - the lost DSC cannot be "re-issued"; a fresh key pair must be generated.

Is a Class-3 DSC valid for life, or do I have to renew it?

Can I use the same Class-3 DSC across MCA, GST, Income-tax and e-tender portals?
